Paul Ingram

Paul Ingram is 36 years old and lives with his wife Emily in Peckham, Southwark, with their baby son.

He is a former co-Leader of Oxford City Council (2000-2002), where he was responsible for turning around the finances of the Council from a drastic overspend situation, appointing a new Chief Executive and senior management team, and modernising the Council decision-making structures (introducing Area Committees and devolving much of the Council's decision-making to local communities). He was also personally responsible for switching the Council's electricity consumption to Green energy sources, and involved in extending the door-to-door recycling system to cover the whole of the city.

Paul is Senior Analyst at the British American Security Information Council, and frequently appears on CNBC television, BBC World Service and other broadcast media for comment and analysis on current security issues. He has recently run the Iraqconflict website and research on arms export subsidies, as well as US defence policy, general transatlantic security concerns and proliferation of conventional and nuclear weapons technology.

Paul is author of "The Subsidy Trap" (July 2001) focusing on British government financial support for arms exports.
